Open government has become an important topic in democratically developed societies. Its key aims are to increase transparency, citizen trust and public participation. Against this background, the article focuses on perceived barriers opposing the introduction of open government data. On the basis of cognitive theory and a literature review, the essential factors that impede public servants in implementing open government data are conceptualized and summarized in a model. The perceived risk-based attitude of public servants is identified as the main barrier. Other significant obstacles include perceived legal barriers, perceived hierarchical structuring of authorities, perceived bureaucratic decision-making culture and perceived organizational transparency.

This study provides an integrative coherent model of continuity intentions in the context of electronic public service provision drawing from multiple theoretical research streams. Especially the role of citizens' expectations and their determinants for electronic public service delivery is discussed. The research model was empirically examined using a sample from four major German cities and structural equation modelling. The data show that the concepts of this multitheoretical approach are compatible and altogether provide a better understanding of citizens' cognitive processes leading to continued usage behaviour. Both theoretical and practical implications for public administration in general are derived.

Artificial intelligence (AI) extends the limits of current performance in data processing and analysis many times over. Since this states a great improvement in managing public data, this conceptual study discusses the use of AI in public management structures in connection with their risks and side effects. The exercise of state power and public influence through intelligent machines make ethical and political guidelines essential for their operation, constituting the cornerstones of the AI framework model developed here. The organizational structure and technical specification are additional aspects of the AI that determine design and functionality of the framework model in practical application.

Internal corporate social responsibility (CSR) has become an essential part of organizations' social responsibility. Yet, to date, CSR's internal dimension has been widely neglected in the literature. This paper empirically explores the concept of internal CSR and its relationship to employees' affective and normative organizational commitment. For conceptualizing internal CSR, seven factors are theoretically derived based on social exchange theory. The research model is initially tested through a pretest consisting of 386 respondents from a German company active in the renewable energy sector. The main survey is carried out in an international pharmaceutical company, resulting in 2081 employee responses. The results reveal that the relevant factors constituting internal CSR are present and that the latter has a strong effect on employees' affective organizational commitment and a comparatively low effect on normative organizational commitment. Furthermore, a mediating role of affective on normative organizational commitment is detected.

Consumers frequently rely on online reviews in forming purchase intentions, but at the same time have increasingly expressed reservations with regard to the credibility of online reviews in recent years. Given the lack of empirical research investigating how consumers assess the credibility of online reviews, this study examines determinants of online review credibility and its effect on consumers' purchase intentions. Drawing upon elaboration likelihood theory, we develop a research model and empirically test it by means of structural equation modeling with data collected from 282 users of the online review website Yelp. Our findings suggest that factors based on argument quality, including accuracy, completeness and quantity of online reviews, as well as peripheral cues, including reviewer expertise, product/ service rating and website reputation, both significantly impact online review credibility, which in turn positively influences consumers' purchase intentions.

Mobile health (mHealth) applications have become an important tool to support public health, especially in times of increased health awareness in the midst of the COVID-19 pandemic. However, there is still uncertainty about what factors determine successful mHealth services from the users' perspective. Based on the results of a systematic literature review, a qualitative content analysis of available apps and semi-structured user and expert interviews, we derive a structural model with antecedents on user attitudes towards mHealth and user satisfaction with the mHealth application. These variables determine users' intention to continue using the application and their intention to recommend it to others. For verification, we tested the model with a sample of 249 German mHealth users from the "MyFitnessPal" community using structural equation modelling and found that all derived path relations have significant coefficients.

The Internet of Things (IoT) has gained significant importance in science and management and holds great value creation potential for public services. A pressing issue in this regard is how governments and public organizations can adapt their traditional structures and processes to the innovative field of the IoT to create public value. Previous research fails to provide a holistic explanation to this research question. Its technological background and predominant consideration in technology-based research areas has led to a one-sided understanding of the IoT concept that neglects its value-adding aspects. To fill in this research gap, this study presents an integrative public IoT framework for smart government, consolidating insights from IoT literature and related fields of research, complementing the so far predominant technology perspective of loT with important business-related or value-adding aspects. In doing so, it enhances our understanding of public management-specific key dimensions and aspects of the IoT, serving as a holistic guidance for future research as well as practical implementation and application.

The local regulation of prostitution in Germany is a contested area of urban politics. In this issue area, morality claims intersect with the material interests of home- and landowners and the security demands of 'ordinary' citizens. The Prostitution Law of 2001 has liberalized the legal framework: the legislation 'normalized' sex work, triggering the re-definition of urban strategies to regulate prostitution. This article analyses the conflict dynamics and the framing of conflicts over regulations in four German cities. It identifies the main actors, coalition-building processes and the framing of conflicts, and links these elements to the resulting policies. With regard to theory, it explores the relevance of classical explanatory approaches to local governance such as party politics, urban growth coalitions, political culture and bureaucratic politics to the value-laden issue of prostitution. It thereby contributes to the growing academic interest in the nature of morality policies and the question of the specific conditions under which prostitution is framed as a moral issue or as a 'normal' subject within urban politics.

This research aims to systematically analyse literature reviews on business models to determine which and to what extent specific business model (BM) research topics receive attention. The systematic meta approach allows 23 selected studies to be examined on the basis of their content by comparing their research approach, focus and results, citation success and stated research directions. In this context, 10 key BM research areas could be derived, which can be grouped into four research domains: (1) BM terminology, (2) BM factors, (3) BM outcomes and impacts, and (4) BM concept application and transfer. The systematic and detailed analysis of the research enables the identification of research gaps and the derivation of recommendations for future BM research efforts.
